Ethical Investigation of Preliminary Review of Medical Advertisement

Abstract

Partial revision of medical service act was passed on February 28, 2018. If early, multiple private review committee of medical advertisement will operate based on this revision in this September. Regulation of medical advertisement belongs to the value judgment, but previous discussions about the regulation had proceeded without a deliberation about ethical principles. We recommend two principles for regulation of medical advertisement: patient self-determination based on autonomy and promoting social usefulness of confidence and cooperation among healthcare providers. From the basis of these principles, we argue that the reinforcement of the position of healthcare consumer and a basic policy for regulation which the committee can ground its deliberation should be prepared.
